### 7.2 数据隔离规则

- **SUPER_ADMIN**：可查看全部租户数据
- **HOSPITAL_ADMIN**：只能查看本租户的用户活动
- **普通用户**：无运营数据访问权限

## 8. 数据保留策略

### 8.1 清理规则

- 保留期限：**180 天**
- 清理方式：pg-boss 定时任务，每日 03:00 执行
- 清理脚本：
